i have tried this a couple of times now.
i did always build the city, but never it did work

I used to start myself in antartica (and even harder locations) on purpose in order to see if the computer could stop me - it couldn't so I expect you cna win even from there. I think you would need to get tech for a harbour build it then mapmaking and get off antartica with settlers in boats. then lots of cities all over the coast - build some armies and on to victory for your eskimo armies.

Haha I played this game so many times, I can easily win it in deity, even starting from your position, but I only tried the smallest of the 3 maps.
