my game is bugged no dipo victory

so yeah i have UN, and diplomatic victory enabled, but can't initiate vote for president (diplo vic)
is there a way to check if i have the latest version?

Since patch 3.13, the UN victory becomes blocked when one civ has enough population to win with just its own votes. See this thread for confirmation. So this might be working as intended.

You can check your version on the opening menu under "Advanced", "About this Build"; should say "319". Or in Windows Explorer: the "Details" tab of the file properties of Civ4BeyondSword.exe should say "File version 3.1.9".
