My population seem to change worked tiles

Playing BtS on Stream under Windows 10 and something strange seems to happen. I assign which tiles I want my population to work and a few turns later they are working different tiles.

I've not got population automation set, or turned on any bias towards say food or production.

The only thing I can think of is I have workers automated in the city and their improvements are causing the population to switch which tiles they work.

Any other ideas?
 
Update to this. I think I am manually selecting tiles for population to work from an adjacent city. It seems to let me do this. Then after a turn the population returns to work on the previous tiles.

Is this expected behaviour?
 
By chance do your two cities control overlapping tiles? As in, are you trying to make both cities work the same tile on the map? That's the only thing I can think of that would explain what you are describing.

You can't do that by the way. One tile can only be worked by one city at any one time even if both can reach it. And selecting the tile from within one city will "claim" that tile for that city thus forcing the other city to relocate its worker if it was working the tile.

Yeah I think that's it. I'm short on food, so I claim a tile for one city then probably claim the tile from another city. Thamks very much.
