-more governments
-more units, like "brands", i.e. USA's Abrahams M1 Tank, Spitfire fighter for the brits and so on.
-religions, but no need to have the real ones, I think of an option there u can "make your own religion" or it's random, like in the christ religion jesus started it, not a government, and the religions should have a fact in diplomacy and war, I'm not saying it'd be like this, but in fact, polity IS affected by religions.
-Future Age, future units, buildings and so on, also, expand the "Future Technology" so u get something from it, not just reasearch it and get points.
-when capturing a country, it would still be able to brake free, agressive or not, also, you should get the country's UU's like done when Rome captured Greece, the Romans used the Greece's knowledge to construct ships good enough to win Chartagho.
-Change of timeline, in Civ III ships, even modern ones, travels with about 6 squares/turn, and if u have a huge world, it'd take centuries for the ship to finish a journey around the globe. I'd suggest faster movement and a slow-down on the turns, like 1 turn= ½year
-more pacts and agreements, like the Kyoto Agreement, and others like a "no-nukes" agreement.
-Enhanced UN, like you can put a decission on "the table", i.e. "no-nukes" agreement (stated in the past suggestion ^^)
-Civil War, you should keep your citizens happy, or they will revolt.
-renaming of the changing government option, because in most cases a revolution is caused by citizens and the current leader is killed or atleast "retire" him/her.
-in Civ II, if I remember right, if you captured the Capital of a civilization you were in war with, it split up in 2 civs; If you capture the Capital of a civilization you are in war with in Civ 4, it should in some cases cause a civil war, if some of the people likes ur country more than theirs.
-The Culture, should not affect the borders, or not directly, I mean, are the borders changing today because of "Culture"?, and, what IS even culture today? my opinion is that it's tourism, which should bring money, not land. So my suggestion is that Culture should affect your income, not land.
-But land, should be affected by these things:
-War, if you capture a city, it will be affected by the other things stated in this thread, but also, you should just get the land surrounding that city + behind your lines (if unowned/enemy land behind your lines) and on your "line" (there your troops are), but just like 2 squares from the city.
-troops, this is a bit against the last suggestion, but still: if you have a unit/soldier, i.e. Rifleman (hope this will be changed tho, different names and graphics for different countries), going on an un-owned square, you will get it, as the Russians did with siberia, they didn't colonize it with tons of cities, they explored it and said like "This is ours now.". (explorer counted in here too)
-Units should have faster movement, i.e. in WW2, the German "Blitzkreig" captured parts of the surrounding countries pretty fast, because they wasn't prepared, and, as seen in the world maps here on the community, europe is usually so small one civ is like one city or two, but it should be muuuuch bigger.
-space, not universe, but like the space surrounding our planet(Earth;)), what I mean here is the following:
-satellites, spy satellite, not so enhanced, just the missions of "Steal Enemy Plans", it's a satellite hey. ;) also add a some other satellites like communication and research satellite, and a satellite there u can get world map, and some other but I don't know what right now :)
-more buildings and small wonders and also great wonders and more abilities by the buildings/wonders

yes and I'd want to add that how strong a unit is should be affected by how rich the civ is, i.e. in building ships-> how many cannons and so..
yes and add "Country/Army Morale" as a stat, which should affect how good the unit fights, how good it's morale is :)
 
I hate to sound like a forum-snob, but I have noticed a lot of these bloated, 'my suggestion' threads. Don't think I am just picking on Ken, because many other new users have been guilty as well. Here* is some advice that will help yours and the rest of CFC productive enjoyment on this forum:

1) Threads should discuss one idea or system at a time.
- a) There is not limit to how many threads you can create.
- b) One idea or system allows the discussion to stay on one topic.
- c) I generally do not like reading through fifty suggestions that have little to no depedancy on each other.

2) Name your threads to give a basic idea of what it discusses.
- a) This gives those viewing the forum a better chance of finding arguments that interest them.
- b) It gives the forum readers at Firaxis a better chance of finding discussions that might interest them.

3) Organize your thoughts in an easy to read form.
- a) Bullets sometimes works, but not for the entire idea.
- b) I like to include a short background of the problem.
- c) Use the <spoiler> tag for long examples or technical data.
- d) Use bold headings for different aspects of a system.
- e) You will know good thread summations when you see them.

There is a good thread by Aussie_Lurker on religion. You should probably post there.

I personally say ditch the modern age until they fix it to be more interesting.

That sounds way overpowering, especially to warmongers.
