you know, -50% WW is something id rather account to Imperialistic than charismatic.

Excellent suggestion on the fortify to 50%, though id leave it at that.
i mean city garrisson I, fortify to 50% AND +15% in borders add up to 90 (85?)% vanilla. Add 2 promotions from barracks/vassalage and you can fight off macemen with archers. Thats a tad too much.

Maybe Drill + forty50, that i could live with.
 
Hmm. Number of cities tax isn't actually that much anyway: usually no more than 6 per city (depending on how many cities). I also don't know how that would work for Victoria scattering her empire all over the world. I also still like the GG bonus (allthough rather lame in its current state. It should be stated as "+30% Great General Emergence", because that is what it really is.)

I wouldn't mind seeing Imperialistic have "-25% xp needed for GG" instead of the "+100% GG emergence".

Protective? I like an attack bonus on units when attacking in their own territory, a defensive bonus would make it a little frustrating to 'use'. With the attacking bonus, barrage I seige units could easily kill advancing stacks. Nice idea with the fortifying. Maybe also give forts a zone of control for the Protective leader, thus giving them some tactical advantage.
