Probably a dumb question, but how do I create a new civilization complete with its' own cities, leader, and other stuff WITHOUT getting rid of an already existing one? I noticed that there is an "Arabs" and "Incas", with all the data, but you can't play as them.
 
The "without" part is what won't work - in CivII, you have to replace one of the existing 21 (7x3) with your new civ. The file you edit is RULES.TXT, where you have already noticed the Incas and Arabs. Make sure you save a copy of the file before you start editting, since competitions like GOTM and Democracy require you use the default.
 
Another way to do this is to install civ2 in a second folder. This way you have a completely seperate game. For instance, I have classic civ2 in a folder called MPS (the default name) and Fantastic Worlds in a folder called MPSFW, and a third folder with the fascist patch installed, called MPSS. Plus a regular installation, each, of MGE and TOT. It eats up some disk space, but it keeps things tidy.
