No, I'm guessing that you have a barracks and are producing veteran War Elephants with 5 hits. Elite War Elephants now have 6 hits.

In a weird sort of way, the Indians now do not need iron, horses OR a barracks to make War Elephants with 4 hit points. Imagine the savings.

This is NAB (Not A Bug). It's a feature. Elephants have +1 hp.
