(NAB) Is this a bug ?

The green spearman on the north-east Tile is English.
I don't have a right of passage agreement with England.
Can i then work that tile as shown??

NAB - (Not a Bug).

Only hostile units prevent your citizens from working the tile, with hostile meaning either a civ with whom you are at war or a barbarian. If you go to war with England, you won;t be able to work that tile.

I'm nor sure.
This is a huge map with 13 civ's.
As a check i started as England on a tiny map with 3 other civ's, an it came out orang as primary color.
