the files are located here:
C:\Program Files\Firaxis Games\Sid Meier's Civilization 4\Assets
They should be unpaked to a location that is not searched by the game. I have mine in a folder on the desktop.

Is this going to conflict with Warlords?

What good does that do if I put some files in a directory "not searched" by the game??? Do I have to reference that folder elsewhere? This is totally new to me.

once you unpack the .fpk's move them to somewhere you can archive them, like a .zip file. you will also want to do all four .fpk's simultaneously, so that 100% of the files you need are there.

a must do for modding, trust me.
