No mod other than a map script.

I only modified the XML files to make the unhappiness values of Population to be set to 0 for both human and ai players that's all. And then you'll get empires.

I know for certain that China had at minimum of 3 fleets, the third was hidden but I can't remember if there was five, and I half remember sinking the straggling 4th fleet as I smashed beijing.
