Naval unit did not protect embarked

When my naval unit and an embarked land unit were on the same tile and got attacked, the higher combat strength naval unit did not take the damage and instead my weaker embarked unit got hurt. This did not use to be the case in previous civs so I thought it was a bug.

This was pre 1.2 and I haven’t been able to test in 1.2 (I *think* it happened again but not 100% sure) so wanted to check if any of you also experienced this? Or the reverse? (Naval protects embarked - the normal way)
