Against the AI I play minimalist navy all the way. Just enough transports and an escort, sometimes a few small groups to patrol the coast and finish off any ships that get close enough to be redlined by my arty. Occasionally I might build some carriers with planes if extra bombing support is needed.
Against people the navy plays a whole different role. In my most recent PBEM game I had about 60 ironclads that I used to control the seas around my continent. The other human player sent his ships out in small groups, and I always hunted them down and killed them (this was PTW). Magellans Voyage was key as my ironclads could keep up with his battleships, transports and destroyers.
Let me tell you four transports worth of units would not last one turn on his continent. I had over 20 galleons worth of units to deliver on my successful d-day assault, followed a couple turns later by 50 more units that were stashed on a nearby island. Furthermore the game was over before tanks were even invented, so my landing was done with arty and cavalry defended by infantry with some guerillas mixed in.
