Here are a few questions to get us started in Term 1.
The rule set is much more complicated than in DG3, and some things which would have been obvious, now seem not to be so obvious.
What limitations on individuals holding more than one office have we decided on? Is it one leader or deputy position, or can one be a leader in one department and a deputy in another?
Are deputies the runner up, and then appointed if there is none, or are they always appointed?
Where did control of the science slider, lux slider, and budget end up?
Do we have a senate? If so, are the 2 at large members the 2nd and 3rd place candidates in the governor election, or will they be appointed?

Regarding the first item, I think any one office is sufficient for any one person. There should not be people that for any reason are responsible for two offices, so to avoid that, we simply say you cannot hold more than one. The one exception to this would be the chat op offices...
I should have said at the beginning, this is not intended to be a discussion thread. The decisions have already been made, I'm just doing this to concentrate the key ones in a single FAQ-like place...
DaveShack, some of the Legislation concerning these questions have not been polled yet. Some have been polled, bt have not finished the ratification process. I will try to give you answers on what we have in process now. Some Articles are already ratified.

Article H of the Constitution reads:
Article H. No person shall hold multiple positions of leadership (President, Department Leader, Judiciary, Provincial Governor) simultaneously.

D. A citizen is limited to accepting no more than 3 nominations in any

shall have a Deputy. This Deputy is appointed by the office
holder.
1. Any citizen may post a refusal poll within 24 hours of the
appointment.
b. No elected official may be appointed a Deputy.
c. A citizen may only be appointed to one Deputy position.

D. The Senate shall meet prior to each turn chat and vote on the slider
settings for the next game play session in a Senate Slider poll.
1. The setting with the most votes shall be the approved setting.
2. The results of this vote shall be posted by the Senatorial President
in the game play session instruction thread.
3. Should the Senate fail to determine the slider settings, the
Designated Player shall determine the slider settings.
E. The Senate shall meet prior to each turn chat and vote on all cash rush
requests in a Cash Rush poll.
1. These requests should be made in the Senate thread, or another
designated thread indicated in the first post of the Senate thread.
2. Each request should be considered individually unless the requestor
specified otherwise.
3. Each request should be voted on seperately.
4. Each request receiving a majority of votes in support shall be
considered approved.
5. Should more requests be approved than funds available, rushes shall
be conducted in the order determined by the Designated Player.

2. Should a new province be formed in mid-term, and an
At-Large Governor exist, the At-Large Governor receiving
the most votes in support during the election shall become

Now some of this legislation will cross reference to 2 or maybe 3 of your questions. For some of your questions, the legislation hasn't been fully defined. But...
In your first question the answer is 1 persons = 1 Office. That person may not be a Leader and a Deputy.
Second question - The answer is the same as in the first question, but a citizen can run for both positions if in different Branches.
Third question - Deputies are appointed by the Office Holder.
Fourth question - Sci/Lux Slider and the Budget Control went to the Senate.
Fifth question - We do have a Senate and the At-Large-Governors are the 2nd and 3rd place Candidates in the election poll.
