Need help razing a city

I guess the title says it all but I'll give a little more info. I have the no city razing unchecked just to answer that before it's asked, and I have looked over the internet and it seems I'm supposed to get a prompt about installing a governor or to raze the city when I first capture a city and I'm not getting that prompt.

Also, this is while playing the Rise of man:A New Dawn mod if that happens to be relevant. I just thought of a way to do it last night but I'd prefer to avoid that...use the world builder every time I capture a city, thats kinda lol in my opinion but if I can't figure this out I guess I'll have to.

Lurk the forums, dude. This question's been answered 1000 times; you now raze your cities by pillaging them until they hit 0 pop. The tooptip hasn't been added yet, but it will be in a future version.

Actually it's in the civilopedia too, look for city racing.
