Need Help

I wasn;t sure where to post this but i am looking into making my own animated leaderheads. I would like to ask if anyone knows any programs to make these with?

I think there are already some tutorials that might put you in the right direction.
the nifviewer(free program provided with max tools), 3Dmax or blender would be a way to go. For skins use either GIMP or Photoshop with DDS plugins.
