Neutral Citadel Kills Units

IDK if this is something that's new to BNW or a recent patch, as I have been out of touch with Civ for several months, but I just lost units to a "neutral" citadel, which has never happened to me before. I don't have screenies, as I was so irritated that I rage-quit, but I'll describe it the best I can:

I was attacking an enemy city, surrounded it with 4 adjacent units, one of which had a GG which I used to make a citadel. I captured the city and elected to Raze it, it had 1 pop. Upon raising the city (second turn), the territory/borders around the city, including the citadel's tile, were removed. I set my units to heal during that second turn. Third turn, my units are destroyed, no combat message, just *poof* gone, with my only conclusion being that the neutral citadel attacked them. Peace was declared on the 3rd turn since my force was destroyed by a "neutral" citadel.

Explanation?
 
There are probably no neutral tile improvements. Just like roads outside of anyones territory the one who build them has to pay for them (just when someone claims the land it becomes their improvement and they have to pay for it). So in theory there's no reason why a citadel should stop working until destroyed.

I guess it's just one of the things you'll have to learn by having them happen to you (once) :)
 
You can only build a citadel in your borders. It no longer works if your territory changes, until you purchase or regain that territory.
