New Civic, Type of Conquering

I need to make a "Type of Conquering" civic for a game, and I need some great modders to help.:D
there are 5 choices
1.Unorganized-Pillaging
Always pillages
2. Duel for army
Req Hunting
You and your opponent must agree on this.
each of you have one battle, with your best unit.
If your attacking and you win, you get the city and all enemy units retreat to nearest city. If you lose, all units belonging to you in that city border must go back to your border
and if your opponent doesnt accept the duel, you must pillage it
3.Imperialism
Req Monarchy
You may conquer cities just like they are now, but theres always a revolt until the war has ended.
4.Patriotism
Req Deomocracy
You "Base" cities. Ounce all units in that city are destroyed, you may send your units in there, but it still belongs to the defending country. The defending country cannot send units in that city without fighting.To gain it, you must buy the city when you make the peacy treaty, around 100 gold per city. conqured citys have no revolt and have + 2:)
5. Extermination
Req Satallites
Ounce you capture a city, it is automatically pillaged and replaced with a settler.

I know some modding and could make my own civics, but I must say that those changes are very hard or impossible to carry out. If someone´s a guru in this stuff he should mention it in here as the idea is great.

Mabey you guys can contact Fraxis Games and suggest this for Civ Warlords.
