New Civs for C2C

it always puzzles me why these civ's aren't included in vanilla civ.

-Wales http://en.wikipedia.org/wiki/Wales
-Scotland http://en.wikipedia.org/wiki/Scotland
-Ireland http://en.wikipedia.org/wiki/Ireland
-Astria-Hungary http://en.wikipedia.org/wiki/Austria-Hungary
