[Civ2] New Civs Forming after one is wiped out?

In my last game, I noticed that, early on, if you wipe out a civ, a new one takes its place, usually the same shield color. Does anybody know how soon this quits working?
 
Depends by map size+difficulty=maximum number of turns.If I remember right,in 1600 AD with all turns in the game 470 or 420.A veteran player will give you the answer.

I seem to recall that you can specify in the custom settings whether or not you want dead civilizations to come back (replaced by another of the same color).

In the scenario editor, the system looks at the rule.txt file and within that there are groupings civs that show up when you play many opponents and choose to select your opponents. This is why if you learn how to mod this, you can play specific groups of seven civs on a map.

Ever wonder why you can't play with the Indians if you play with another civ? The groupings are set to a specific slot so you can't play with two designated from the same slot.

Then there is a parameter for not restarting as well because while the new area may be distant enough to allow them to thrive, they start out so weak that it is nearly futile for that respawned civ.

But looking at the rule file, what can happen is say the Spanish and the Zulu are both in group seven, then if the Zulu are eliminated,the Spanish may show up. If configured well, then as civs are eliminated then others vastly far away may start, say in New World.
 
Starting points when new civilizations are spawned are actually chosen randomly, not based on the spawning civ's actual start point. They may be based on other "start point" locations; on the standard Earth map there are such places at the southern tip of South America and in Australia, for example, neither of which correspond to a "real" civ. I've seen Germany spawn in South Africa (on the Zulu start point) and once saw the Aztecs start in Australia after I erased the Spanish.
 
Yes. This respawning point after elimination may be set up by the map designer, so based upon which map you are utilizing, then respawing may be very helpful (on huge maps) or futile on the standard map. The best map I have found is Denis Kozhin's large Earth map if playing seven civilizations. And you can choose a random location although this may put you at odds rather early like the Greeks vs the Romans.

It is setup to send respawned civs to Australia.

That map is enormous so based upon which civs you choose you might live in relative peace from 4000 BC to 500 AD say as the Aztecs.
