New Computer - Installing IV Complete/Rise of Mankind

I've patched up to the latest (3.19) and upon unzipping "Rise of Mankind" file into the BTS/MOD folder I get the following message and it doesn't complete.

Extracting to "C:\Program Files (x86)\2K Games\Beyond the Sword\Mods\"
Use Path: yes Overlay Files: no
Extracting Rise of Mankind\Docs from combined mods\README.doc
Irrecoverable Error: Output creation error.

I"ve unzipped to the desktop and then moved the folder into the BTS/MOD folder and it just crashed when I try to load the MOD.

I've been on this for 5 hours and am about to give up....I've never had issues with this before. Any suggestions?
