New Graphics Card and Civ BE won't Open

I'm not sure if this is the appropriate place to ask this but on my old graphical card, a MSI card that I can't remember the model name of for the life of me, I could run the game and pretty well at that. After getting a bigger and newer card, a Gigabyte Radeon R9 270x, and working out the kinks of finally getting it to work I try to play Civ BE and I get the window...

This is new. I've gotten this window before but only when I tried to open it from the Steam window but this is my Desktop Shortcut to the game. When I check the Play bubble and click play it disappears for a short while and comes back with the same window. I check the AMD bubble and click play and does the same thing. It just loops. Any advise on this?

I have a similar problem, I launch it and the screen turns black and then it says it stopped working, though if I keep steam in offline mode I can play it.

A re-installed of the game and that seemed to fix it. Geez you guys sure were helpful n.n >_>
