Here's an idea for Robin Hood:

He would have the lowest base strength of the heroes, but he has 3 range, can move through woods and rainforest, and the World Congress would have a motion to have the richest civ give its wealth (gold, luxuries, strategic resources, or a combination of them) to the poorest civ.
 
How about the following:

Paul Bunyan, Johnny Appleseed, John Henry (the African American railroad worker), Rama (from Ramayana), Cu Chulainn, Enkidu, Robin Hood, Odysseus, Nanabozho, and Ilya Muromets.

Since in one of his adventures he lassoed a twister maybe you could move him to a tornado and then take control the of the tornadoes movement. :mischief:

In general the Heroes tend to be human or largely humanoid (Sun Wukong, Anansi) beings. I don't think any of these would really fit in their less human shapes (except St George, of course), since they are significantly different from humans in one way or another.

Anansi in the game can be a humanoid but it is just a spider in Ghana mithology.
 
Not wholly true. While that's his most common form, Anansi (like many tricksters) can assume many forms and does so in the stories, including human forms.

  • Easter Bunny or Santa Claus: can increase amenities
  • Melusine: can create a river or a lake tile
  • Loch Ness monster: can move only on water but can attack enemy and cities on the shores
  • Qilin/Kirin: helps to get Great Person points
  • Sphinx
  • Valkyrie (apocalypse mode): can sacrifice a unit to turn it into a Einherjar which can partly withstand the apocalypse (meteors)
  • King Lear: can foment unrest in another nation

copyright issues probably:
  • Gandalf: can prevent a tile from being hit by a volcano
  • Shrek: can scare enemies away
  • James Bond (unlocked in modern era): super spy
  • Batman (unlocked in modern era)
  • Spock (unlocked in future era), and would help with space race.

It would be nice to have so many heroes that not all of them are available during a game, depending on the number of players, just like city states with the size of the map.
 
How about some modern ones:
  • Simon Hayha (legendary Finnish sniper in WW2 against the USSR)
  • Wild Bill Hickock (probably the most famous of American cowboys and a law enforcement officer)
  • The Red Baron (his reputation probably precedes him, the first great ace in military history)
  • Cortez (yeah, yeah, maybe not a great dude. But he conquered an entire empire with less than a thousand soldiers, or so the legend goes)
  • John I Tzimiskes (emperor of Byzantium with several pretty legendary escapades, not only to defeat opponents in war, but also a bold and successful assassination of Nicephorus Phokas. Known as a brave officer at the front lines of the most powerful military machine of the time/place.)
There are others I'm sure (I'm thinking about north Vietnamese in the Vietnam war in particular), but maybe others can help with my blindspots here? Also it's curiously hard to think of post-ancient heroes who can play a non-military role (IE Anansi).

I almost like the Santa idea just for how many people would completely lose it at the thought of Santa being in Civ. But probably best not, we don't want to kill the playerbase.

I like this thought. Not fully human, but could (and did, that's the whole point of the story) pass for human, so would be okay with it.

Not even remotely human, so no. Heroes should be at least human-ish.

Maybe. Honestly does not strike me as a hero so much.

Not "probably". Very, very, very certainly. No way can these ever be in.
 
The Japanese and the Koreans call a run-of-the-mill giraffe a Qilin anyways.

When Zheng He brought a pair of giraffes from merchants in the Horn of Africa to Nanjing, Zheng He convinced the Yongle Emperor that the pair of giraffes were the mythical Qilin, and thus, giraffes are called Qilin in China (until the end of the Qing Dynasty), Japan, and Korea.

Not sure about Santa either but there's also Ded_Moroz (Grandfather Frost) a legendary figure that mixed characteristics of what it looks like Santa/Jack Frost in Slavic mythology which would be more interesting.
He could bring the Russian winter to whoever. :mischief:
