The thing out of that that Im most excited about (and im not sure if its patch or XP only) is the 31 civs in a game thing. With a good bit of modding, that could easily add the "lesser cultures" thing that I really liked about birth of the federation (the only thing actually) to civ3, and that just has to be fun
Im thinking that maybe a large map could support 8-12 normal civs, then the rest of the 31 could be modified so that they don't become as powerful but aren't aggressive at all (to increase their chances of surviving a while). Possibly replace their settlers with a 3 food variant, and forbid them from building wonders. That should be enough of a disadvantage to see to it that the "lesser civs" don't ever develop to much beyond pawns in the bigger civs games, and to me that sounds like loads of fun

Sure most of them will be eliminated by the end of the game, but thats what they are for afterall

The biggest disappointment for me in the XP news is no new diplomacy options

I really was hoping to really see that area of the game developed more.

As for the unique units, Im hoping once the editor is fully functional, that we can redo that to suit ourselves anyways. I know in my games, Ive already done a few things like give the americans an advanced aircraft carirer (enterprise carrier, caries 6 planes instead of 4) to go with their pathetic F-15, and the english an "english longbow" to go with their otherwise neat but useless man of wars. And ive been experimenting with giving the Romans an army (2 units max) as a unique unit instead of the legionary (same name, just is an army instead of beefier swordsman), and balancing it out by later allowing all civs to build the military academy without a victorous army. Anyways, my point in all that was just to say that Im not really worried about what they do with the unique units with the new civs so long as we can make it more interesting later
