Well, I know it is possible to edit the already existing languages in the game (Spanish, French, English etc.) with the XML text files, but is it possible to make a brand new language to the game that is selectable throug the option menu, like for example norwegian? I've tried to add a norwegian tag to the text files, but it is not possible to choose norwegian language, so I can't see any effects...

Yes, it is possible. There is a hungarization out there, I even made my mod compatible with it. It's quite elegant as you simply add <Hungarian>-tags (or in your case <Norwegian>) to add a translation while you don't overwrite another language nor do you make mods incompatible to default civ4 (or its addons). The only thing is, that if you play a mod that has no norwegian translation but with norwegian switched on in your civ, you won't see any texts AFAIK. In this case you would have to switch back to english. Unfortunately I don't know how they wrote the hungarization, I only made my mod compatible with it. However, there was a request for it in the Magyar mods thread, so I can provide you links from were you can load it. Just follow THIS LINK and take a look at post 393 made by Kabcsi. There he links to every version of the hungarization. You could load and take a look at it to see how it has been made. But I can promise you: it's a bunch of work to translate the game, you better search for someone who can help you on that. If you really need more informations about that topic I suggest to write a pm to Kabcsi. I think he was involved in the translation personally, so he may be able to provide you a tutorial (but I am not sure if something like this exists). However, he is busy at the moment AFAIK, so it will probably take some time till he responds.

EDIT: Updated first post of the Magyar mod with links to the hungarization. This way it may be easier for you to find them.
