I think Dido got a quite a bit of a nerf with the changes to harbours / lighthouses (lighthouses get the +1 hammer from sea resources harbours used to have, and harbours are now just a buff to the distance of your sea trade routes, which makes them much less useful early). That's quite a lot of extra early production ahead of what anyone else with a similar start could get lost in one fell swoop.

I know the lighthouse is getting more production, but are you sure the harbor is losing its? I think the free harbor could still be strong though. You are getting the free internal trade routes early in the game (the ones you get from roads and all), when gold is rough, and you'll start out with longer naval trade routes. It's like having part of the Arab UA.

All I can hope is that the longer trade routes and all that will make up for it in some way. It doesn't take long to get to lighthouse at least.

The harbor also creates an automatic trade route back to your other cities (if at least one of them has a harbor). You can then ship that city some Population or Production, to help it get growing.
 
India are one of the best civs if, like me, you enjoy OCC.

But is OCC really that viable now that connecting early luxes fast is the only way to keep your economy afloat? Soon with just one city's available resources, you'll run out of the money to keep building stuff. Doesn't matter how happy your population is, can't grow much at 0 GPT.

OCC uses ITR for gold.. build caravans/cargo ships to nearby CS.

All the more reason to have a Civ that supports OCC play.
