Newbie got a Cultural victory but I have questions??

I thought I had to have dominance level over all the AI civs but I only had that on some and was influential on the others.

I read the rules and see that it's based on total tourism vs. their total culture? How can you tell where you stand?

Any help appreciated. I have been playing civ v for a couple months but this is the first time I have tried the cultural win.
 
All that is required is influential (or better) over all civs. Dominance is likely to occur with some civs as you head towards influential with the last few.

You can tell where you stand with each civ by exploring the 4th tab of the Culture Overview screen (the one that defaults to your cities and the various slots for Great Works and artifacts) -- click on the right hand tab at the top of that screen.
 
It seems weird. I think maybe the rules have changed as the expansion packs have come out.

I started fresh with BNW and am a newbie to civ v so a lot to learn.

Cultural victory was completely revamped in BNW. Before BNW, culture victory simply required completing 5 social policy trees and then building the Utopia Project.
 
A few pointers about the new cultural victory in my experience:

- The biggest window to up your tourism output is at Archaeology. Popping out Archaeologists may seem expensive at the time, but it's roughly equal to paying hammers for a great artist.

- Don't suffer too hard to get those guilds up super-early. Early works of art have little influence over the other civs who can see them, and it's often expensive to get the hammers to build the guild, spare the specialists, and then to build buildings to house the Works.

- War is culture by other means. It often helps to conquer the other major cultural player(s) on the map. Taking Wonders, and Great Works represents a huge swing in the culture game.
