Newbie Q: meaning of numbers by government type?

Hi! I'm new to the game, and have searched through several faqs and the manual but can't find what the numbers next to government type in the lower left hand corner of the main screen (i.e. Democracy - 5.5.0) mean. Can anyone give me a clue? thanks.

Unless I am incredably and unconditionally mistaken, I believe those are the tax/science/luxury rates (set in the...erm in the screen that comes up in F1...its name escapes me) in that order. Just add a 0, I.E. a 9 is 90%, a 5 is 50% etc. etc.
