newbie question about water

hi, i was just wondering what the distance a city could be from a shore and still be considered to build a harbor and ships etc...
does the city have to be actually on the shore or is it enough to have the shore within your 21 square city area?

to try to make things clear, Water must be on at least one of the 8 tiles immediately adjacent to the City. This includes the tiles Directly north, south, east, and west, which are attached only by a corner of each tile.
 
BTW Inland Seas do not count and you can't have a harbor if it is only connected to an inland sea.
 
Inland seas do count. :lol: If you build within one square of the coast, just like building on outland seas. I have built cities on the shore of inland seas; built ships and sailed across to build cities on the opposite shore. In one game (v1.29f) as France I built a city (Tours) on the shore of what I later learned was a huge inland sea. I built a harbor, ships, The Colussus, and the Great Lighthouse in Tours. So unless there has been a change in a patch somewhere that I haven't heard about, you can sail the inland sea. :)
