What is the best place to start a city?....I've been playing for the last few days and I keep running into problems where my citys stop growing after they get to size 2 I'll have a couple that will reach size 6 or more but I'll get this one city that just doesn't want to go....

Look in the manual or civilipedia about workers and irrigation.

I'll try to be more helpful. ;)

A city stops growing when the food supply limit with that city's radius is reached. The first thing is to be sure you're settling in fertile areas. this is not always possible once expansion is almost complete, but it should be rather easy in the early game. [Make sure you set your game up with a moderate/wet climate]

Terrain: Deserts and mountains do not provide food. Floodplains (surrounding rivers) provide +3 food; Grasslands provide +2 food, and all other land tiles provide +1 food.

You want to settle cities among tiles that provide food; ideally. Now, there are other things you can do:

(1) irrigate tiles to increase food production (irrigation will not have an effect under despotism unless it's a bonus tile, such as a wheat tile.)

(2) build a harbor to allow food to be harvested from coastal waters.

From CFC's main page, look along the left-hand column for subsections on Civ3. I believe it's the "Information Center." You can find material on this subject there.
