From my experience a MPP is triggered only when an attack is made into enemy territory. Attacks in friendly or neutral territory have not triggered MPPs in the games I have played. (I play with V 1.29)

an additional note: a declaration of war does NOT trigger an MPP it is the act of attacking that is the trigger. I am playing a game in which I declared war on the Russians and landed troops on their land but did not attack them except for an Ironclad/ Galleon combo in my costal waters. All the Civ's had MPPS with everyone else so it was critical for me to not attack. I ended my turn and the Russians attacked one of my destroyers with an ironclad in my coastal waters. This triggered MPPS with the rest of the world. Needless to say the Rusians are enjoying American citizenship quite well:D
 
a dumb question here : I've heard often the "lux tax" ...but what does It means??

There are sliders on the upper right of the domestic advisor screen (get there by pressing F2, I think). There is a science slider and a luxury slider. These determine where your commerce goes. For example, if you have 60% science and 0% luxury, 60% of your commerce will become beakers, which let you research techs, and the other 40% will go to your treasury. (You can sort of imagine another slider, the "tax" or "treasury" slider, whose percentage is the remaing percentage of the sci and lux sliders.) Moving up the luxury slider makes more citizens happy, and will send less commerce to the treasury. Moving up the science slider will speed up your research, and will send less money to your treasury.

It's F1 to get to the lux tax slider, the domestic advisor. F2 is the trade advisor.

The lux slider is something that I consider pretty pointless now that I let the governor manage citizens - they no longer go into revolt unless they have just been captured and are revolting to "stop the agression against the mother country!"

But usually I move to set it at 30% for the lux unless I'm strapped for cash and I'll then kill it to 10%.
 
With Galleons... (everyone knows they sink all the time) is there a quicker alternative to the Great Light House?
 
Yep youve answered my question I already knew how to manage those sliders but I was wondering why every1 called this "lux tax" happiness slider would have been much appropriate :)

That seems really high to me (on Monarch level). I leave it at 0, til I have Republic, then set it to 10%. The only time I change that is when war weariness sets in. You should be able to get people happy with luxuries, markets, temples, etc, without wasting thousands in gold on the luxury slider.
 
no stupid questions here.

Make your specialists in the city view screen. click on one of the faces. first click entertainer then tax collector then scientist,entertainer etc.

it's better to use the luxury slider than entertainers except in special circumstances. especially early in the game. You lose too much city growth and production.
 
Aeneas: you can simply click on a tile that is in use - that way, you specify which tile should no longer be used to create the entertainer.

I play chieftain that's why. But true luxs and happiness improvements should be able to keep people happy.

How does Universal Suffrage help WW? I know it only works when you aren't the one that declares war. What about Police Stations, too?
 
Universal Suffrage lower the effect of WW. Meaning it'll take longer before WW start to show up and start disrupting your cities. Same with police station. Difference at police station only work in the city that's built in and the US works everywhere.

On lower levels, they're almost always broke or pretty near it. The higher you go, the better, I'm sure. A lot depends on the level you play on.
 
Also, the AI is very keen on using all the spare money it has. They don't see any benefit of gaining 50 gpt, and will try to use it if they can. That means they will happily buy luxuries from everybody that offers them, even if they really don't need them. They will also pay LOTS of money for techs. This often leads to a situation where most civs pay all their income to some other civ (human or AI) which has sold some new expensive tech to them.
