The Palace does not provide a sea route; nor does the FP. You need a harbor (sic) at each end of the water barrier. I've been unable to trade with dumb AIs with coastal capitals, since they are following an isolationist policy and won't build harbors on their island, so I'm pretty sure of that.
 
PredFan: to expand on Shabbaman's answer -

the Play The World expansion pack allows you to play multiplayer Civ3 games online. There were some issues with "real-time" online playing, which were addressed in patches. Unfortunately, only the US version of the game has PTW patch v1.21f which fixes the problem. (Which is why Shabba, over in the Netherlands, can't verify it works. ;) )
 
I took over an enemy city that had 2 workers. One of them became a resistor. I garrisoned 2 mil units in there but he is still resisting. Do I need to worry about the resistor?

I have read about building a temple or library to increase culture, but it will take a long time in a city this small, and I don't want to spend the gold to rush it.

I know that to prevent culture flip it is best to eliminate the civ, which I am planning to do, but it will take a while, and I do not want to worry about cities behind me flipping.

Also, does eliminate the civ mean there are no more resistors or citizens of that civ, or does it just mean no more cities of that civ?

I assume you mean citizens since workers don't become resistors. If you are afraid of a culture flip, you might wish to put more units in the city. I belive the ratio is 2 units for every citizen (resistor or not) to get out of the resistance period. IIRC that is.

Rush the temple the turn after you capture the city (once some shields have been accumulated) the cost is not that great. I also do not think you can rush anythig while the city is in resistance though but a temple is almost a must.

Starve the city down to 1, unless you plan on razing them. Make all citizens entertainers so that the resistance will subside quicker. Not sure if it really works that way, but it seems like to me. Once the city is down to 1, it will grow with your citizens and be less likely to flip.

A civ is eliminated once it has no more cities OR settlers. The civ could still have some citizens in your captured cities but for the most part, their civiliazation has gone the way of the dodo bird.

Regarding city improvements:

Although the rate of resistors being quelled is related to the number of garrisoned troops, there is no set formula to determine it (that anyone at CFC has been able to come up with). Suffice to say, the more troops the more chance of quelling resistors, and I think there is an upper limit of 1 resistor quelled per garrison per turn.

If the enemy city had no culture there is a point to having a temple, since if you have more culture than the enemy civ accumilated in that city you get a 0.5 modifier (50%) to the flip chance. After 1 turn of the temple being built you will have 2 culture tothe AI's 0 culture, and so get the benifit.

If on the other hand the AI has had a temple there for some time, it is very unlikely that building a temple in the city will have any effect at all. It could easily take a hundred turns or so to get more local culture, so it really isn't worth the cost (in terms of flips, anyway).

What is much more important is a Courthouse, because as soon as it is built you get a 50% reduction in flip chance.

You refer to being able to take out the civ in a reasonable number of turns.
How many is reasonable?
I am guessing it may take me 10 or 15 turns.

10 or 15 is short enough to not have to starve the cities.

As long as you are happy to re-capture them when thy flip there is no problem.

2 fast units can normally cover 2 towns while you are finishing off the enemy, when the enemy is dead you can fortify the towns safely.
 
I may have overbuilt my military to support the war. It is costing me 110 gold per turn and my Golden Age just ended. Suddenly I have a big gold deficit. I changed production in all towns to a Marketplace to try to help. I tried reassigning citizens but it only helped a little. My only ally has no money either. Is there any thing I can do to generate some gold in a hurry?

Are you still running a deficit if you turn your science slider all the way down? If you've already tried that, or if you *really really* need to be researching right now, all you can do is disband most of your military.

What government are you in?

I'm in monarchy. I have turned the science and luxury sliders down.
Disbanding military is an option. I know it will save maintenance - when I disband I only get shields, correct?

I want to reassign some citizens where I want them and I also want the governor to manage moods. But it seems like when I reassign the citizens, the governer stops managing moods too. I s there any way around this?

(1) I m playing on a large map (4/5) and have 9 cities but cant build a forbidden palace.

(2) I have embassies with my enemies but i cant see their military force
 
1) I thought you needed more than 9...

2) You can't see your enemies military with embassies, you are probably thinking about the Illeligence Agency, and than you'd have to steal plans to see where the enemy is creeping.
