Almost, but not exactly.


The logic was, they had already sent a scout.

So,
a warrior following was unnecessary for scouting purposes,
and was probably intended to attack
since they would have observed the weak defence and unproductive nature of the city.

I therefore took the message #165 to be camouflage.
and decided not to wait.

I express my personal sympathy that your first city - and mine - are situated in locations that are effectively desert, compared with the lush environments and local resources available to our friends in the North.
