In 2430BC, our beloved President RegentMan issued a history-changing document, the Praetarian Expansion Doctrine.

The Praetarian Expansion Doctrine
Let it be known that the nation of Praetaria claims all land east of the Praetarian capital of La Ville de RegentMan. As such, it is considered Praetarian land. Praetaria may do with it as she sees fit. This includes, but is not limited to, moving units, founding cities, improving tiles, and selling said land. At the time of this declaration, no new foreign units may enter Praetarian territory. The only allowed units are the ones already there. Praetaria will not take kindly to trespassers. We look forward to cooperating with our friends on this Earth to build a steady and peaceful future.

Bess's First Hitchhikers' Company are startled by the unprovoked crashing of Arabian settlers into the square next to them.
Unhesitatingly they react, and the Arabs naturally opt for life under London's auspices.
Under the Human Rights Convention, the Company sues the English government for infringing their right to a peaceful life - by subjecting them to the stress inherent in these random eventualities.
(The English government, without formal acknowledgement of legal liability, offers extra luncheon vouchers.)
The English government offers condolences to the Arab government, and sincerely requests that you don't startle us again.

, and are finding it hard to connect with our positive mental attitudes.

The Arab warrior, despatched to the hidden city long after a scout had earlier closely reconnoitred , finally arrives.
It was kind of the Arabs to notice the infertile land upon which the city is built.
However, even the recent generous application of Arab bonemeal is unlikely to stir the soil into anything approaching growth.
