Hey! I want to drop a line and thank you for this scenario. I had grown quite rusty as I haven't played regularly for about a year and some of the other players' comments about forts had me testing some things out in replays and I learned a lot about them. I rarely use them in my games and some of the results were interesting.
For example, I had FORGOTTEN that ships can enter them. That allows you to escape marauding barbarian ships when the city might not be on the right coast. Moreover, you can put a fort next to your city and use it as a lock between coasts... I assume you can chain multiple forts for this. I can see a technique of using spare workers to open and close locks for your use while denying that use to your 'allies'.
Likewise, I had not been aware that they function like cities for commerce purposes. The in-game documentation says military and neglects (in my install anyway) to mention that you gain use of the resource.
