don't know, i'm maybe making it up. but i'm sure i had those civilizations with just gods and kings and no additional payment. but now there is some fall sale, i might just go for it

Oh well, if you're sure that you had not paid for them, then I guess we can treat this as a strange glitch.
I think I remember that at least 2 other members had at some point reported that they had access to some DLC civs without paying for them, so it sounds likely for me that the same happened here too.
