No menu error when launch the game

I can't play the game.. after installation I launched the game and there was no menu, only the map moving. I googled the error and found out one same report from russian user. There was no solution – to my regret.. And I don't know what's wrong, why the error occurred.

Has anyone else faced this problem? Why could this happen?

I have a guess on the reason why: I have only 4 Gb RAM instead of 8 needed, could that be the cause? I can't understand how it could work like that, I would rather expect it not to launch at all if that is the reason.

We've seen reports of that happening if you don't have the MSVC++ redist installed. Install the latest from Microsoft, and the error should go away: https://docs.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170

Having 4 GB RAM will not prevent you from launching the game, but may lead to crashes later on, that's sadly not a supported hardware configuration.
