No suitable location to zone a Campus district

I am looking to the community to help me figure out why at turn 12, I am not able to build a campus district. The Writing research was just completed. The error message states no suitable location to zone this district. Attached is the saved file. Thank you in advance.

Without loading the save, my bet is this:

All tiles within your border are either forest, jungle, luxery resource, water or mountain, and so are all tiles one tile outside that would grant at least +1 adjacency bonus.

Remember, you need to be able to chop a forest or jungle in order to place a district on top of it, so you need either mining or bronze working.

I'd also add Floodplain to that list.

@Leyrann you are correct. I did not know this was the rule until you explained it. Yes, all the border to the capital are either forest or jungle. And, I have not researched mining or bronze working as I rushed writing to build the campus district. Ah, now I know. I did searched the wiki but did not see the answer. Thanks again.
