any body know how to do so the units cost no upkeep

Uncheck the "Req. Support" box in the unit tab. It's just too the right of the units stats.

If you want to get rid of all unit upkeep, not just for certain units, instead head over to the governments tab, and for each gov't check the "All units free" button.
