NON-partisans

I don't think that Partisans survive as NON when you loose a city because I have played games where cities were close together and partisans disbanded when I took the nearby city. Also, loosing a city to get partisans is not such a good idea when you have lots of infistructure in the city.

Does the food box get processed before the production box? I think it does. If so, you could do the following:

1) On prior turn, position engineer on forest, swamp, jungle, or mountain square adjacent to main railnet. If the chosen square is already on the main railnet, this can wait until next turn.
2) Build partisans in 50 cities on the same turn (obviously rushbuild where necessary).
3) Engineer from step 1 creates city
4) Partisans all ride rails/ship chains to newly founded size 1 city with empty food box
5) Rehome all partisans to that size 1 city creating a large sheild shortage.
6) Make worker in new city an elvis to create food shortage as city square will not support the citizen.
7) Voila! 50 none units when the city starves.

Just tested it. It works. (Govt type is Republic)

I also tested when a city is taken from you that supports Partisans and they also survived and became NONE units.

Along with Partisans not initating talks with other civs, they are a pretty good unit that probably gets ignored because they show up so late in the game.

However, I'm not sure of its benefit. You'd still be the one building the 50 units. At that point in the game I normally have no defenders in cities, just a few spies sprinkled around on railroads.

Also, Guerilla Warfare tech was not discovered by any civ during this test.

(just checked it in Democracy and with another city two squares away to make sure support wasn't just shifted in that case. All had the same result, NONE Partisans after city is gone.)

Partisans are not available to be built until the Guerrilla Warfare tech has been discovered (at least, thats what the civilopedia says). IIRC, they are triggered by communism, to activate when a city is lost, but they are not available to build until GW is researched.

I am surprised, because I havn't noticed it yet too. Now Partisans have a use(at least in hard wars).
