[NOT A BUG] Annoying Sea Tile Glitch

Hi, I think I just encountered a glitch.

The city of Oska was being harassed by a Galley. I killed it, a few turns later I realised that some sea tiles couldn’t be worked because the governor said that there was an enemy unit on that tile. THERE WASN’T :aargh:!!!

This has only happened with sea units because Brutes were harassing me and there was no weird glitch.

There is a save saved as a ZIP file.

EDIT: I am using the latest patch with the Mongol DLC.

Thanks for providing a save file. I opened the file and saw what you described. However, enemy naval units don't have to occupy a tile to blockade it. They just have to be within two tiles. I played several more turns from your save and another Barbarian Galley came into view. I'm going to assume that the other Galley was the one blockading your sea tiles.

I loaded that save and moved the warrior in Osaka two tiles to the west, revealing a barbarian galley nearby responsible for those blockaded tiles. Confirmed as no bug.
