(NOT A BUG) Hippodrome bug

The Byzantine UB, the Hippodrome does not allow for the turning of citizens into artists, whie the building it replaces, the theater does.

There was a thread about this before and alexman stated that this was intentional. I do agree it should be mentioned in the pedia, I think most of us assume that a UB does everything the regular building does unless stated otherwise.

A design change, rather than a bug. The thing about it being 'undocumented' is that the civilopedia is largely dynamic - I think it may read abilities from the XML. Its fine to read an ability; its pretty difficult to identify abilities that it doesn't have!
