Not receiving unit production boosts from policy cards

Even after a reinstall, without any mods enabled, I cannot get the policy cards that boost production for units to actually do anything. Agoge, for example, does not seem to actually change anything when selected. Can't get the 50% boost for settlers either. The policies seem to be working for other things, just not providing any production boosts, and that's kind of a very important element of the game. Can't play it without this! Please help!

I am trying to play with R.E.D. modpack, Steel and Thunder, Free Camera, and Better Civ Icons, but the mods do not seem to make any difference.
