Not understanding World Congress votes

I am not understanding how Genghis here is getting so many votes. I also have three capitals captured, two of which are currently vassalized and I am not getting votes for them. Genghis does own the western half of the map, I am the celts in green. I am not sure what religious authority is supposed to be, but my religion is the majority of at least three countries which is netting me all of one extra vote. If anyone could explain that would be appreciated.

There are two sources of "religious authority" :
  • The building which allow you to reform your religion gives one vote for every 10 cities following your religion,
  • One of the Fealty policies gives the same bonus (1 vote per 10 cities)
They stack, and they are rounded down. If you only got 1 vote, I would suggest you got less than 19 cities and you either reformed of got Fealty, but not both.
More information are needed to get a definitive answer :
  • Mongolia's religion city count,
  • If Mongolia reformed or not
  • Did they take Fealty or not
  • Same for you
If the math doesn't add up, yes it would be a bug
 
He does indeed have 50 cities, that would explain it and fealty. I do not know why I am not getting votes for the three capitals I have conquered whereas he is getting two when he has only captured one. Somehow he is gaining 10k + gold a turn despite being at -3000 gpt after just getting sanctioned a few turns ago as well. Playing on emperor.

50 cities, woa, I guess thats what huge map does for you.
The gold yield for border growth in that empire is crazy, he can also get some serious yields from CS bully at that stage of the game.

Conquered capitals do not give votes by themselves. There is a National Wonder which gives 2 votes per capital, but it is locked behind the Autocracy ideology. If you didn't go Autocracy, you won't get those votes.
