Yeah, last night I checked up on the rules to see what the hour limit was set at. For those who have not been affected by war (and turn order), it basically means that the turn order is thrown out the window 12 hours after the start of the turn. It appears that Oyzar has waited ~14 hours of real time (according to CivStats), so that is appropriate. I think the twelve hours should be based on CivStats, since if is difficult to track, otherwise.
I will agree with Oyzar, also, that if Phabuk does move before this turn expires, then the turn order is 'permanently' altered. If Phabuk does not move, then Oyzar must give him at least another 12 hours (I think that is what you are saying) before he moves.
