Nuke threats

I've always wonderd why you can't threaten other civs with nukes.For example, let's say your rival has a nuke.They should be able to threaten you for money or they will launch it on one of your major cities.Or it you don't like that idea you could threaten the nuke civ to destroy it or you will attack them.You should also be able to sell nuke to other un-developed countries.

I wonder myself. Selling nukes would be awesome, but who would give the power of god to another civ. Of course right now its only the power of god 1/2 the time.
