I had friendship declared with Cleopatra (Egypt). Cleopatra declared war to a city state which was under my "protection". When I saw Cleopatra`s seaborne groundforces approach my city state, I deployed a bomber to nuke them while at sea. I was warned that my action meant war with Cleopatra.
Nevertheless, no state of war became with Cleopatra even though I destroyed 5 - 6 of her units while at sea. The only consequence was that another city state which had one sea tile spoiled with fallout declared war against me.
I wonder which one is the bug
1) that I was allowed to nuke my friend`s troops? or
2) that no war was declared because I nuked the units at sea?
