Nukes to other player

Is there any way to give nukes to other player? You can not do it the same way as for normal units. And if you give a submarine with nukes - nukes will misteriously disappear.

I don't believe you can gift nukes at all. I recall that I was hoping to gift some nukes to city-states near aggressive rivals back in vanilla, but it was unfortunately not possible.
