Nukes vs Missiles

Is it possible to load either a nuclear missile or a SAM on to any of my naval ships? Specifically the nuke on a sub?

Nuclear missiles can be loaded onto nuclear submarines.

Guided missiles can be loaded onto missile cruisers or submarines.

I know these sound like silly questions, but things seem a little different then with 3 and 4.

Bring the nuke sub in range of the nuke. Then click rebase. The sub should be a option for the rebase then
