I used to be able to build nukes but now i suddenly cant, and i have dicovered every tech and cannot build manhatton project.

I'm not sure if your last post was a joke or not, but just to make sure, you cannot rebuild a great wonder, which is what DiamondzAndGunz was hinting, assuming people need one. I'm not trying to put anyone down, just making sure that the facts are set straight.

Most likely explanation I can come up with is that the ai built it and the city where they did it has been razed.
You can easily check, though: just press F7 and check on the Manhattan's status.
