Nuking your own land?

In the event of a war with several boats on their way to washington (in real life) and the americans had no way of defending the capitol, a simple nuke could decemate this army...
in civ4 that isn't the case... because you cannot nuke inside you own cultural borders.
what are your thoughts on this and is there a way to bypass this... safety measure?

Yes, and I can ensure you that the american would NEVER, EVER nuke this army if it's that's close.



For the question, I have no idea. I guess the best thing is to try to nuke in advance.

I thought you could nuke your own borders. Maybe I just don't remember correctly, or other civ's units are within range of your nukes.

In beyond the sword i have nuked my own lands a good number of times to do something like what you just described. It's just that if any units that don't belong to you or your enemy are located anywhere in the area that you want to nuke then you can't do it. Just take a closer look at the area you want to nuke and i am pretty certain you will find a unit that doesn't belong to you or your enemy there, that or the borders of a another faction are inside the blast zone (don't forget that a nuke destroys more tiles then the one it is targeted it).

nukes are the best ways to get rid of stacks

the second best way is to raze your enemie's cities and kill all their settlers

Yeah you can nuke your own territory. It just can't be in range of a city or friendly units. I've see AI drop Tactical Nukes on my stack in their own territory.

Both the human and AI can nuke their own territory anywhere, including directly on top of units and cities if they so wish - just not other friendly Civ's units and cities as that would obviously be a declaration of war. Was a bit of a shock when I saw the AI directly nuke their own city to get to one of my stacks next to it...
